22.(A) The Management Committee shall determine with which bank or
other financial
institution the funds of the Competition will be lodged.
(B) All expenditure in excess of £100.00 shall be approved
by the Management Committee. Cheques shall be signed by at least
two Officers nominated by the Management Committee.
C) The financial year of the Competition will end on 31st December.
(D) The books, or a certified balance sheet, of a Competition shall
be prepared and shall be verified annually by some suitable person(s)
who shall be appointed at the Annual General Meeting.
COMPETITION SECRETARY’S POWERS
23.Where not inconsistent with the other Rules of the Competition,
the Secretary or his/her nominated deputy may make such arrangements
as he/she thinks fit, from time to time, for the arranging of matches.
INSURANCE
24.(A) PLAYERS (£25.00 minimum per player registered)
All Clubs shall be members of a personal accident scheme. The policy cover
shall be at least equal to the minimum recommended by the Management Committee.
Each Club shall submit to the Competition Secretary a copy of the insurance
policy document together with the last premium payment receipt fourteen days
prior to the start of the playing season.
(B) PUBLIC LIABILITY
All Clubs must have Public Liability cover of at least one million pounds
(£1,000,000).
Any Club in breach of this rule shall be fined not less than £75.00
GROUND GRADING
25.To facilitate the achievement of the grading standards, Clubs
will be required to enter into a formal agreement with the Management
Committee,
to carry out a phased programme of works. All Clubs must conform
to the following ground specifications and an Inspection fee of £50.00
payable with Application Fee will apply. All decisions on Ground
Grading by the Committee shall be final. There shall be no appeal
on Ground
Grading.
(A) Playing Area: Minimum size in metres 100 x 64; Goal Post and Goal
Net supports to be of Professional manufacture and to meet the requirements
of the Laws of the Game. Metal Cup Hooks are not permitted. The distance
between touchline/goal line and perimeter to be not less than 2 metres.
(B) Pitch Perimeter Barrier: To be of a solid construction and securely
fixed to the ground at a recommended height of 1.1 metres (or rope
if sanctioned by the Management Committee), with a minimum width of
1 metre hard standing on one side.
(C) (C)(C)Trainers Boxes: Two trainers boxes clearly marked ‘Home’ and ‘Away’ are
to be provided. They should be situated equal distance apart either
side of the halfway line a minimum distance of 3 metres apart. Each
box to be able to accommodate 8 persons on fixed seats or benches.
Portable trainers boxes are permissible. A Technical Area, as defined
within the Laws of the Game, should be marked out around each trainers
box.
(D) Playing Surface Standard: Must be grass and of a high standard,
level and free from surface depressions and excessive undulations.
The maximum slopes to be 1:41 in any direction.
(E) Pitch Maintenance: A Part-time or full time grounds man is required
together with the necessary ground equipment and suitable line marker.
(F) Protection of Players and Officials: Clubs are to provide for safe
passage for players and match officials from the dressing rooms to
the field of play, which should be adequately stewarded.
(G) Floodlighting: Where floodlights are installed they must have an
average lux reading of 120, tests must be carried out every 2 years.
For new installations the average lux reading shall be 180.
(H) Security of Tenure: Where a club does not own the freehold of their
ground then evidence of adequate security of tenure must be provided.
(I) Boundary of Ground: A fully enclosed single pitch ground, or if
a multi pitch ground only one to be in use.
(J) Toilet Facilities (Spectators – Separate from Players): Gents’ urinals
2; Gents’ W.C’s 1; Ladies W.C’s 2. In addition, there
must be at least 1 hand basin in each Gents and Ladies toilet area;
warm air hand driers and/or paper towels must be provided. Disabled
toilet facilities must be provided. The provision of toilet facilities
within a Clubhouse will be acceptable if these are available at all
times on match days. All toilet areas to be in working order and maintained
to a high level of cleanliness.
(K) Dressing Rooms: It is the responsibility of the home team to ensure
that all dressing rooms are secured by lock and key. There must be
separate dressing rooms for home and away teams together with separate
dressing rooms for male and female match officials. The minimum size
(in Sq. metres) of dressing rooms excluding shower/toilet shall be;
players – 12; match officials – 4. Minimum number of shower
heads in each dressing room shall be; players – 4; match officials – 1.
Minimum number of W.C’s in each dressing room shall be; players – 1;
match officials – 1. Minimum number of washbasins in each dressing
room shall be; players – 1; match officials – 1. There
must be a treatment table in each player’s dressing room. Stretcher
and first aid equipment must also be available. An audible warning
device linked to both players’ dressing rooms must be installed
in the match official’s dressing room. All dressing rooms must
be heated, well-ventilated and free from damp and be maintained to
a high level of cleanliness. Where new changing rooms are being planned
or existing rooms refurbished the following minimum size (in Sq. metres)
of dressing rooms excluding shower/toilet should be provided; players – 18;
match officials – 6. Together with facilities for mixed gender
Match Officials.
Ground Refreshment Facilities: There shall be a Refreshment Room or
Social Club available for players, together with Refreshment facilities
for spectators ½ hour prior to kick off and during the game.
These facilities may be of a temporary or mobile type. The Home team
must provide tea or acceptable alternatives for Match Officials and
visiting teams at half time and at the end of the match. Common courtesy
dictates that where provided visiting teams are expected to accept
the hospitality offered. In exceptional circumstances and where all
parties, including the match officials, are agreed then hospitality
need not be offered.
(L)
(M) Unobstructed Access for an Ambulance
(N) Medical: There must be a suitably qualified person (minimum FA
Save a Life) in attendance to assist with spectator problems; the person
may be a Club Physiotherapist.
(O) Safety Officer: All Clubs must have a nominated Safety Officer.
(P) Car Parking: To be adequate on or adjacent to the ground.
OTHER RULES
26.Where applicable, and not inconsistent with the forgoing Rules
of the Competition, the Rules of the Hampshire FA Ltd shall apply and
be given effect to as if here inserted.
RULE 27 - CHILD PROTECTION
1. Any act, statement, conduct or other matter, which harms a child
or children, or poses or may pose a risk of harm to a child or children,
shall constitute behaviour, which is improper and brings the game into
disrepute.
2. In these Regulations the expression “Offence” shall
mean any one or more of the offences contained in Schedule 1 to the
Children and Young Persons Act 1933 and any other criminal offence
which reasonably causes The Association to believe that the person
accused of the offence poses or may pose a risk of harm to a child
or children.
3. Upon receipt by The Association of:
3.1 notification that an individual has been charged with an Offence;
or
3.2 notification that an individual is the subject of an investigation
by the
Police, Social Services or any other authority relating to an Offence; or
3.3 any other information, which causes The Association reasonably
to believe
that a person poses or may pose a risk of harm to a child or children then
The Association shall have the power to order that the individual be
suspended from all or any specific football activity for such period and on
such terms and conditions as it thinks fit.
4. In reaching its determination as to whether an order under Regulation
3 should be made The Association shall give consideration, inter alia,
to the following factors:
4.1 whether a child is or children are or may be at risk of harm;
4.2 whether the matters are of a serious nature;
4.3 whether an order is necessary or desirable to allow the conduct
of any
investigation by The Association or any other authority or body to proceed
unimpeded.
5. The period of an order referred to in 3 above shall not be capable
of lasting beyond the date upon which any charge under the Rules of
The Association or any Offence is decided or brought to an end.
6. Where an order is imposed on an individual under regulation 3 above,
The Association shall bring and conclude any proceedings under the
Rules of The Association against the person relating to the matters
as soon as reasonably practicable.
7. Where a person is convicted, or is made the subject of a caution
in respect of an Offence, that shall constitute a breach of the Rules
of The Association and The Association shall have the power to order
the suspension of the person from all or any specific football activity
for such a period (including indefinitely) and on such terms and conditions
as it thinks fit.
8. For the purposes of these Regulations, The Association shall act
through its Council or any committee or sub-committee thereof, including
the Board.
9. Notification in writing of an order referred to above shall be
given to the person concerned and/or any club with which he is associated
as soon as reasonably practicable.
