The following Rules shall apply, except where specified, to all the
Hampshire Premier League Cup Competitions, which shall be played annually
1. NAMES AND CONTROL
Hampshire Premier League Senior Cup
Hampshire Premier League Combination Cup
Cups shall not be won outright and shall be returned to the donors
in the event of no competition.
The Competitions shall be managed by the Officers and Management Committee
of the Hampshire Premier League, whose decisions on all matters shall
be binding subject to the right of appeal to the Board of Appeal in
accordance with Rule 16.
The Annual General Meeting shall be held in conjunction with that of
the League.
The Competition shall observe the Rules and Regulations of the Football
Association and all matches shall be played in accordance with the
Laws of the Game as settled by the International Association Board.
2. ENTRIES AND ENTRANCE FEES
All Clubs wishing to compete must make written application accompanied
by the appropriate fee by 01st June, or as directed by the Management
Committee. Offending Clubs may be fined £25.00. The following
are the entrance fees per team:-
Hampshire Premier League Senior Cup £20.00
Hampshire Premier League Combination Cup £20.00
3. ELIGIBILITY OF CLUBS
Senior Cup
Open to all clubs with teams playing in the Senior Division of the
Hampshire Premier League.
Combination Cup
Open to all clubs with teams playing in the Combination Division of
the Hampshire Premier League.
4. PLAYERS QUALIFICATIONS.
(a) Except as hereby varied, the player’s qualifications shall
be those as defined in League Rule 8, as far as it applies to Clubs
eligible for these Competitions.
(b) No player shall play for more than one team in any one Cup Competition
during the same season
(c) In the event of a Cup Tie being postponed only those players eligible
to play on the original date shall be eligible to play when the re-arranged
game takes place.
(d) No player shall play in a Semi-Final or Final Tie unless he has
played a minimum of 10 games for that Club in Saturday Competitions.
Where the Competition Secretary is satisfied that compliance with this
rule is not in the best interests of the competition then the Management
Committee may allow a change in the number of the games played.
(e) Any team playing an unregistered or otherwise ineligible player
or players shall be removed from the Competition and the game awarded
to the opponents, and shall be fined a sum not less than £30.00
and further dealt with at the discretion of the Management Committee.
(f) No player that has already played in the Senior Cup shall be allowed
to play in the Combination Cup.
(g) Only players Registered seven days prior to a Cup game are eligible
to take part.
5. KICK OFF TIMES, DRAWN TIES, EXTRA TIME AND CHOICE OF GROUNDS
(a) The times of Kick-Off shall be 30 minutes earlier than Kick-Off
times as stated in Rule 10
(b) Except as hereby varied, in all rounds, excluding Semi-Finals and
Finals the Club first drawn will be the Home Club. In the event of
their ground not being available the tie will be played on the ground
of their opponents. In the event of neither ground being available,
the tie will be played on the ground of the first drawn Club the week
immediately following, or as directed by the Competition Secretary.
The Management Committee shall decide upon which grounds Semi-Final
and Final matches shall be played on.
(c) In the event of a draw at full time an extra half an hour must
be played if circumstances and conditions permit, and in this event
the game shall be recommenced as provided by Law 8 (Laws of Association
Football) and fifteen minutes shall be played each way. If scores are
still level at the end of extra time, the match shall be decided on
penalty kicks in accordance with the Hampshire FA Ltd. Rules.
(d) If circumstances do not permit extra time being played and in matches
in which it is begun but not completed, and in which the visiting Club
is in no way to blame, The Club which did not have choice of ground
shall have choice of ground for the re-arranged match.
6. REFEREES
League Rule 13 shall apply and be given effect to as if here inserted
7. REPORTING RESULTS
League Rule 11 shall apply and be given effect to as if here inserted
8. ALLOCATION OF PROCEEDS
Except as hereby varied, in the Final Tie the whole of the proceeds
of the match, after payment of expenses, shall be devoted to the Competition
Funds. The Competition shall pay the expenses of the hire of the ground
but if it incurs a loss, the participating Clubs shall pay the difference.
9. CUPS AND AWARDS
Winners and Runners Up shall each receive 16 awards. Where applicable,
League Rule 18 shall apply. When a player taking part in the Final
Tie is ordered to leave the field of play for misconduct, the award
to which he may be entitled may be withheld at the discretion of
the Management Committee.
10. OTHER RULES
Except as hereby varied, or as may be inconsistent or irrelevant,
the remainder of the rules of the Hampshire Premier League shall apply
to these Competitions and be given effect to as if here inserted.
11. COMPETITION SECRETARY’S POWERS
Where not inconsistent with the foregoing, the Competition Secretary
or his/her nominated deputy may make such arrangements as he/she thinks
fit, from time to time, for the arranging of matches.
